Slovak Republic

In the Slovak Republic, responsibility for the energy performance of buildings lies with the Ministry of Transport, Construction and Regional Development (MDVRR SR), while the Ministry of the Economy oversees inspection of heating and AC systems in buildings.


EPBD implementation highlights


EPBD Directive 2002/91/EC

  • Act 555/2005 (Energy Performance of Buildings) entered into force on 1 January 2006.
  • Decree 625/2006 (Ministry of Construction and Regional Development) came into effect on 1 January 2007, making the submission of an energy rating a prerequisite for a building permit.
  • From January 2008 EPCs have been issued for new buildings.
  • Decree 321/2009 aligned the calculation methodology with European standards and introduced a revised EPC template.

EPBD Directive 2010/31/EU 

  • Act 300/2012 amended Act 555/2005 to incorporate the 2010 directive.
  • Decree 364/2012 (January 2013) defined Nearly Zero‑Energy Buildings (NZEB) and switched the EPC indicator from final to primary energy use.
    The decree set out a step‑wise tightening of minimum performance requirements for 2013, 2016 and 2021.

EPBD Directive 2018/844/EU 

  • Act 378/2019 further amended Act 555/2005 and entered into force on 10 March 2020. Decree 35/2020 (together with the amended Decree 364/2012) introduced a new EPC template and updated primary energy factors.
  • An amendment to Decree 324/2016 (effective 1 January 2017) refined the certification method for individual building units.

Current Status – Recast Directive (EU) 2024/1275

  • Slovakia is finalising the transposition of the 2024 recast EPBD. The amended Act 555/2005 was approved by the Slovak Parliament. The Act, together with the amended Decree, will come into force on 1 January 2027.
  • The forthcoming measures will tighten NZEB targets, introduce a digital EPC platform and strengthen the renovation obligations for existing building stock.
